The nuclear wasteland of Fallout 4 is but a shadow of what it once was. That being said, once the Sole Survivor wakes up from their 200-year-long cryostasis with a burning rage after witnessing the death of their loved one, they’ll come face to face with a world that still blossoms in its own unique way.

The Commonwealth is filled with cool quests and places to explore, but what really makes it come alive are its characters. Some are incredibly helpful and can even be flirted with, while some are just plain pure evil, with no excuse.

10 Dr. Chambers

Roslyn Chambers is one of those characters who does evil deeds, claiming it to be for the greater good. It’s easy to sympathize with her initially. After all, she was there when Mr. Carter revealed himself as a synthetic in Diamond City. Roslyn lost her family that day before her eyes.

It’s this incident specifically that led her to conduct a literal genocide of synthetics. That being said, any genocide is by nature wrong, and her generalization of synthetics is ignorant.

9 Mayor McDonough

There’s no evil worse than the kind that lurks among innocent people. Within Diamond City, the climate is already not the best due to the Mr. Carter incident. A synth lurks within the walls of the city, without anyone even daring to guess that it could be the mayor himself.

When McDonough gets caught, he immediately takes a hostage and shows no remorse or humanity. He seems to be a loyal Institute synthetic, which makes him inhuman and machine-like, devoid of any empathy.

8 Brother Thomas

The Commonwealth is filled to the brim with all sorts of thieves and con men, but there is no one quite like Brother Thomas. This man has no doubt received violent justice from a number of players, who got terrible vibes from him the moment he dares to suggest handing him all their possessions in exchange for membership in his stupid cult.

Truthfully, he’s just after everyone’s possessions and money, and has no actual truth or salvation behind the main purpose of his cult. He even admits to this when questioned, which goes to show he’s just plain evil.

7 Arthur Maxson

One of the most controversial figures in all of Fallout 4, Maxson keeps dividing fans due to the everlasting debate on whether or not the Brotherhood of Steel is evil or not. No matter what side the player takes, it’s still pretty frightening how little compassion Maxson has for living beings in a time of desperation.

While the Railroad and Minutemen focus on helping the unfortunate, Maxson drones on and on about destroying any other existence that isn’t human. And yet, there are many innocent and perfectly worthy characters in the Commonwealth that don’t deserve to die in the name of human supremacy.

6 Sinjin

Sinjin is a major raider leader in Fallout 4, one who actually has a personality and a background — sort of. He keeps the streets of Goodneighbor trembling in fear, until the Sole Survivor dresses up as Shroud to dish out some justice.

Sinjin is a cold, psychotic killer. He’s not interested in talking with the Shroud when they arrive to save Kent from his grips, and kill him almost immediately. Sinjin has little regard for others, even towards his own gang members.

5 Eddie Winter

No doubt the worst criminal boss out there, Eddie Winter is the archnemesis of beloved companion and synthetic Nick Valentine. It’s believed that Eddie actually murdered Nick’s wife during the peak of his reign of terror, which makes him absolutely cold-hearted and evil.

His tapes state that he’s an extremely prolific criminal who has dabbled in a bit of everything. However, the worst part is that he got away with all of it through corruption, and even became a ghoul to survive the nuclear war. No man is as selfish as he is.

4 Doc Crocker

There’s a ton of crazies in the Commonwealth, and one of the earliest ones the Sole Survivor will most likely meet is Doc Crocker. His specialty is plastic surgery, but something about his job has made him go just a little crazy in his head.

His hatred for ugly people made him snap during one of his operations, which made him brutally kill and dismember a former bartender in Diamond City. His sick, twisted mind is on par with that of a serial killer, making him not only evil but highly dangerous.

3 Pickman

When it comes to evil, it would be a loss not to mention the one character inspired by the works of H. P. Lovecraft. Pickman is an artist, who very much like Doc Crocker has gone absolutely crazy. A recording actually reveals that he’s most likely a psychopathic killer as his behavior even freaks out a group of seasoned raiders.

Upon entering Pickman Gallery, the Sole Survivor will be faced with his horrifying works of art, all painted with blood. Many of the paintings are very creepy and disturbing, horrifying demonic beings.

2 Conrad Kellogg

Here’s a character who any Fallout 4 player will hate the second he sets foot on their screen. Very early on in the game, Conrad Kellogg is the one seen shooting the significant other of the Sole Survivor while tearing their child away from their hands.

For half of the game’s plot, Kellogg is the main antagonist, a cold-hearted mercenary who had an unfortunate life and lost his ability to feel any remorse. He’s rotten to the core, with absolutely no sympathy for the Sole Survivor and what they went through.

1 Shaun

Ultimately, the main antagonist of the series is Shaun, or Father. After everything the Sole Survivor learns about the Institute’s activities, it’s pretty difficult to feel any remorse towards the one person they were chasing after all game.

This man is single-handedly behind all the evil the Institute has committed. Although he claims to do everything for the sake of humanity’s future, he’s far too prepared to sacrifice everything in the name of it. That goes to show how little he values the survivors of the Commonwealth, including the Sole Survivor.
